Hey Ting - so, in essence you've got the beginning of a story here, but not an Act 2 of 3? I think you're spending too long getting the Fisherman off the boat and into the sea and also I'm looking for a relationship between 'the locket' and his trip to the underwater circus; is his lover there? Is that why the sea-creatures took the locket in the first place, to reunite them - and if so, who is the fisherman's lover and how did they get separated?
Also - you may be a little confused, but your 'like-for-like' storyboard is a version of a film or animation that already exists - so you can learn from looking at the work of someone else: an example:
(It's lovely that you've started thinking about your own storyboards already, but I wanted to check that you understand the difference?)
So - deep sea fisherman is looking at the locket out on his boat in the middle of the sea... why? Is this because his lover fell overboard one day when they were out fishing - is he sort of 'visiting the grave?' Maybe your story is about how the creatures of the deep give him his chance to see his lover 'one last time'... or maybe the fisherman has come out to the sea to take his own life because he cannot bear to live alone... and his trip to the underwater circus - where perhaps he finds his 'dead lover' happy and content in the afterlife - is life's way of showing him that he can 'move on' and be happy again?
So - like I said, you've got an Act 1, but you don't have a story yet and I think all of that will come if you ask yourself those important questions about 'who is in the locket?', 'how did the relationship end?' and 'what does the fisherman need to fix or how can his life be fixed by his trip under the sea?'
